我国畜禽种质资源国际交流安全面临的挑战和风险

摘要:

畜禽种质资源是推动现代种业创新的物质基础,是保障畜牧业生产安全、维护生物多样性的国家重大战略资源。我国是畜禽种质资源大国,截至目前保存了752个畜禽品种220万份资源,但国外畜禽种质资源占比不到7%,而美国国家动物种质资源库(national animal germplasm program, NAGP)目前保存107万份资源,国外品种占比约70%。开展畜禽种质资源国际交流合作,不仅有助于丰富我国畜禽资源多样性、拓展育种基础材料来源、提升种质资源开发利用水平,而且对加强全球生物多样性保护,提升国际影响力与话语权具有重要意义。本文针对我国畜禽种质资源国际交流的现状,系统梳理了国际与国内相关法律法规、政策要求和管理流程,并结合国外在资源引进、检疫监管、共享利用、基因库建设、信息平台构建和知识产权保护等方面的做法,对我国畜禽种质资源国际交流安全面临的挑战和风险进行了分析。研究认为,当前我国畜禽种质资源国际交流在制度体系上已具备一定基础,但在境外优异种质资源引进、国际合作渠道建设、审批与检疫流程衔接、资源共享机制、信息化管理平台建设以及专业人才和技术支撑等方面仍存在一些突出问题和卡点,主要表现为优异资源引进力度不足、国际规则应对能力有待提升、多部门协同效率不高、部分共享利用环节的生物安全与惠益分享机制仍需完善。基于我国畜禽种质资源保护、开发和利用实际,本文提出要进一步加强境外种质资源引进力度,在遵循国际规则和保障国家生物安全前提下畅通国际交流渠道,健全引进协调与风险防控机制,完善资源保存、鉴定评价、共享利用和知识产权保护体系,强化种质资源研究、基础设施建设和专业队伍培养,全面提升我国畜禽种质资源国际交流与安全管理能力,推动我国畜禽种业可持续发展,更好应对全球性挑战,为全球粮食安全和生物多样性保护做出更大贡献。

Abstract:

Livestock and poultry germplasm resource is the material basis for modern breeding innovation which is an important national strategic resource for ensuring livestock production security and biodiversity conservation. China is rich in livestock and poultry germplasm resources and has preserved 752 breeds with 2.2 million genetic materials. However, foreign germplasm accounts for less than 7% of these resources, which is far lower than the proportion reported in the United States National Animal Germplasm Program. Strengthening international exchange and cooperation in livestock and poultry germplasm resources is therefore important for enriching genetic diversity, expanding breeding materials, improving resource utilization, and enhancing global biodiversity conservation.Based on the current status of international exchange and cooperation in China, this article systematically reviews relevant domestic and international laws, policies, and management procedures, and examines foreign practices in resource introduction, quarantine supervision, sharing and utilization, germplasm bank construction, information platform development, and intellectual property protection. It further analyzed the major challenges and risks facing China in this field. The results showed that although China has established a basic institutional framework for international exchange and cooperation, significant bottlenecks remained in the introduction of superior foreign germplasm, international cooperation channels, approval and quarantine coordination, resource sharing and utilization, information platform construction, and intellectual property protection.This study suggested that China should further strengthen the introduction of high-quality foreign germplasm resources, improve cross-departmental coordination and risk prevention mechanisms, optimize systems for preservation, evaluation, sharing, utilization, and intellectual property protection, and enhance research capacity, infrastructure, and professional team building. These efforts would help improve China’s international exchange and management capacity for livestock and poultry germplasm resources and support the sustainable development of the livestock breeding industry.
